With: 33-year police veteran Retired Major Neill Franklin, Executive Director of LEAP (Law Enforcement Against Prohibition); and the Rev. Merrick Moise, writer, community activist, teacher, and one of the first African-Americans ordained within the Old Catholic Movement in Baltimore.
